Commentary: The three largest U.S. cities and the largest wholesale agency, with combined production of treated drinking water of about 1.7 trillion gallons per year, offer varying views and emphases in their CCRs. They range from The Windy City's emphasis on conservation and $40 red rain barrels, to The Big Apple's 20-page compendium, to El Lay's water quality inspectors who make "house calls," to MWD's "cut to the chase" approach.
