USEPA and Shell Oil reach settlement on administrative penalties under SDWA and RCRA (Federal Register, June 13) Commentary: Both of these enforcement situations involve the Underground Injection Control provisions of the SDWA. The California case is a blatant and actual threat to drinking water sources. The latter is important in the world of hazardous waste regulation, even if it is all about paperwork and disclosures and finances, but its relative importance to drinking water is suggested by the fact that, of the almost $154,000 penalty, only $192 is related to SDWA issues.
DHS head wants utilities to secure their chlorine supply (New York Newsday, June 13) Commentary: The homeland security director issued his admonition to water suppliers and wastewater systems after Congress passed chemical security legislation that exempted the water sector. The issue is not expected to go away for water utilities who feel there is adequate regulatory control through USEPA and other agencies.
