Department of Environmental Protection promulgates
perchlorate standard (DEP
news release, July 28) Commentary:
Massachusetts beats California to the punch in
setting the first-in-nation drinking water
MCL for perchlorate. While
the state's excellent
Q&A (Word Document, 30.5 K) indicates
the MCL is 2 ppb (which would mean that test
results up to 2.4 ppb would be in compliance),
the written
rule (PDF file, 230 K) indicates the
new standard is actually 0.0020 mg/L, so 2.1 ppb would not comply.
U.S.
House committee approves new security regulations for chemical
plants (Washington Post, July 28) Commentary: While
there are still differences
with the stalled Senate
bill that will need to be worked out, water utility
groups were successful in getting some key changes
in the House bill that should minimize utilities
having multiple reporting obligations to EPA
and DHS. There is still some uncertainty as to how proposed
requirements that an
"inherently safer alternative" be used might
impact utilities' use of
gas chlorine.

25) Commentary:
Will the state or EPA accept,
as a reason for not meeting a radium MCL
compliance date, the fact that a city's own
planning committee doesn't like the building
design? Not likely! But, more salient is the
question: What is a
"radium selector complexor"?
While it sounds like a
selective-resin ion exchange unit, it may have
some other-worldly meaning. Anyone seen the
new Superman flick?
