Lead Legalities
  • Federal judge rules that DC district government is not liable for lead issues (Washington Times, September 26 - free registration required)
Commentary:  If it happened anywhere but in the District of Columbia a judge ruling that a city is not responsible for water quality delivered by a  public agency specifically created and charged with that responsibility would be a "No duh!" moment.  (In the US and other countries, there are many cities that do not control the public drinking water within their jurisdiction.) However, the unique governance of the District of Columbia, with the Mayor appointing a majority of the DC Water & Sewer Authority (WASA), at least got the case through the courthouse door.  The litigation against WASA is still pending.

WQ Reports - In Canada
  • In last week's NEWS, we made a point of an Ontario water agency that publishes quarterly water quality reports.  An alert reader advised us that all Ontario water systems are required to provide quarterly reports per Drinking Water Systems Regulation 170/03. He also provided good examples of such reports for the regional water agency serving his home in the Durham Region.
