Arsenic
- The wait for a new arsenic rule is over. USEPA
has just announced that the new MCL will be 10 ppb. This
figure has been criticized as too strict by some in the drinking
water industry and by some political figures, who fear that
compliance costs will be prohibitive and place a tremendous burden
on utilities. AWWA
has been among those criticizing the new standard, for
example. Click
here
for President Clinton's remarks concerning the new rule.
Commentary: One of the
little known aspects of the final arsenic regulation is a
requirement that health-effects language be included in the Consumer
Confidence Report (CCR) which is due July 1, 2002 if a utility's
arsenic concentration is greater than one-half of the MCL (5 ppb). A critical observer might question if this is a
"stealth" Action Level for arsenic at 5 ppb that goes
into effect immediately?!
